Passive fire protection is what keeps a building compartmentalised, containing fire and smoke long enough for people to evacuate and for fire services to respond. Over a building's life, those systems get breached: new services are installed, penetrations are left unsealed, fire stopping is damaged, or original work was never compliant in the first place.
